Articles of Association of Press Union of the Islamic World
Enlightenment based on creation of unity is one of the main missions of the news and media systems in the Islamic World. Unfortunately, today most of the footages aired about the Islamic world are taken from the angle and news gate keeping by the media of the domineering world and undoubtedly the world public opinion is also engineered and shaped from this same angle.
In order to confront this trend, coordination of the media of Islamic world on the bases of common identity is necessity and this coordination could be achieved in the framework of an Islamic union or organization and convergence of the press in Islamic world by making emphasis on issues such as new Intifada in Arab-Islamic countries and oppressed people of Palestine.
The world of Islam by having such organization can encounter the Islamophobia campaign launched by the western media and help the religious proximity of Muslims and prepare the ground for fostering journalists who outside their own borders and even beyond the borders of the world of Islam to become distinguished and internationally influential newsmen.
With respect to the above, reporters and officials of the Islamic media, in a gathering in Tehran on ……….. approved the formation of the Islamic World Press Union as legal and independent entity for an unlimited time with Tehran as its permanent seat.

Terms and Definitions:
Article 1- the following terms and expressions are used in this Articles of Associations with the fallowing definitions:
1-1- Union: The Islamic World Press Union.
1-2- Main bodies of the Union: General Assembly, Supreme Council, Secretariat, standing Committees and affiliated organizations and centers.
1-3- General Assembly: an assembly formed by all permanent members of the Union.
1-4- Supreme Council: Executive board appointed and assigned by the General Assembly.
1-5- Secretary General: An officer appointed by the General Assembly for running the affairs of the Union.
1-6- Standing Committees: Permanent specialized committees formed by the Supreme Council,
1-7- Affiliated Centers: Affiliated research and educational institutions,
1-8- Members: Real and legal Muslim persons and entities,
Objectives behind establishment of the International Press Union of Islamic World:
Article 2: The main objectives of the Union are as follows:
2-1- Cooperation and coordination among the Islamic press and media in professional, technical, news and reports, analyses, human resources and exchange of news, experience and educational programs based of the spirit of brotherhood and solidarity.
2-2- Cooperation and coordination among the Islamic press in cultural, religious and political areas based on all out loyalties to interests of the Islamic Ummah and coverage of the events related to Muslims and Islamic countries and confronting all forms of discrimination, blasphemy, extremism, colonialism and cultural onslaught.
2-3- Making use of media to defend Islamic sanctities and acquainting people of the world with righteousness of the Mohammedan Islam through logic and sound preaching.
2-4- Defending the rights of the Islamic countries and supporting their just causes in confronting occupation and cultural onslaught and consolidating unity and religious proximity and fraternity, promotion of the Islamic identity and putting emphasis on cultural identity attributes by taking into account the plurality and the need for their development.
2-4-Working towards creation of a just communication system which guarantees the right of existence of all cultures and their promotion and provides the opportunity for free speech and expression by using state of the art technologies and their production locally.
2-6- Establishing a center for professional cooperation in news and information exchange and training of Muslim journalists in political and cultural areas as well as defending the rights of Muslim groups and cooperation among the Muslim press, promotion of spirituality and solidarity and unity among the Muslim community across the world.
Duration and Sphere of Activities of the Union:
Article 3- The time span of this union from the date of its establishment is unlimited and its domain of activities is the whole world.

Responsibilities of the Secretariat:
Article 5- Responsibilities of the Union are as follows:
5-1- Safeguarding the professional rights and interests of Muslim journalists and political, legal, cultural and social rights of the Islamic news organizations,
5-2- Establishing and enhancing the professional solidarity among the members and coordination of their activities,
5-3- Research and study to present mechanisms and recommendations aimed at improvement of the professional ties among the Islamic media within the international system.
5-4- Appointing representatives of the Union for communication with governmental, non-governmental and international organizations aimed at protecting the interest and well being of the Islamic press.
5-5- Preparing the ground for cooperation among the media of the Islamic world and international prestigious and unbiased media,
5-6- Publication and educational activities on communication and media for legal and real persons,
5-7- Holding of scientific gatherings and specialized festivals in various countries and Islamic states in particular,
5-8- Working towards establishment of a data bank among all legal and real members in various languages.
Areas of Cooperation:
Article 6- The areas of cooperation among the Union members are as follows:
6-1- Exchange of media production and technical experience,
6-2- Exchange of news, reports, commentaries and news photos,
6-3- Joint news production,
6-4- News coordination about regional and international events,
6-5- Training and promoting the performance of the manpower,
6-6- Exchange of news packages and cooperation on coverage of news event,
6-7- Conducting relevant research works,
6-8- Making use of latest technologies in technical sector and programming,
6-9- Providing legal support for the members,
Article 7- The Union will make use of any possible mechanism to achieve its objectives including:
7-1- Activation of various bodies of the Union, establishment of centers and formation of committees and working groups,
7-3- Utilization of technological systems and modern media equipment,
7-4- Holding of meetings and gatherings, classes, training courses and festivals,
7-5- Gathering of information and documents, conducting research work and publication of news letters,
7-5- Taking part in relevant regional and international meetings, seminars and gatherings,
Article 8: All Islamic press and media organizations which are engaged in production and publication of news under following condition are entitled to membership of the Union:
8-1- Production of news, analysis and reports with Islamic outlook,
8-2- Employing Islamic manner as the program of press activity,
8-3- Adherence to the Union's Charter and regulations,
Request for Membership:
Article 9- Setting the conditions for membership in the Union and accepting the application for the permanent membership is among the authorities of the General Assembly. The Supreme Council based on the approved procedures by the General Assembly is obliged to accept the applications for temporary membership,
Note: In case some of the applications for membership are rejected by the Supreme Council, the applicants can bring up their complaint in the first forthcoming meeting of the General Assembly of the Union and any decision made by the Assembly
Will be final and abiding,
Article 10- The application for temporary membership along with the attached documents of legal applicant will be registered at the Secretariat of the Union at most one month after receiving date of the documents and in case the applicant wishes so it can be displayed at the Union's Site,
Note1- In case the Secretariat of the Union refuses to register the membership application, the applicant can complain in writing to the Supreme Council of the Union to follow up the case.
Note2: The documents and the Application sent by the applicant for temporary membership to the Secretariat will be reviewed at the Supreme Council and at most within one month from the receipt date of documents an appropriate and convincing reply will be sent to the applicant.
Article 11- The Supreme Council will approve the temporary membership of the applicants and the General Assembly in it first forthcoming meeting will confirm the permanent membership of the applicant.
Note-The Supreme Council will determine the mechanism and condition for temporary membership.
Article 12- The membership will be terminated due to following reasons:
12-1- Request by any member to withdraw from the Union submitted to the Secretariat which will be effective upon presenting to the General Assembly.
12-2- Decision taken about canceling the membership of any of members which has not fulfilled it responsibilities toward the Union and its policies specially the Articles of Association and internal regulations and the moral chart or to adopt a policy which contradicts the objectives of the Union. The decision taken in this respect by the Supreme Council will be submitted to the General Assembly and its approval requires 2/3 of the vote of present members at the assembly's session.
12-3- changing of the profession of the member and its dysfunctioning,
Article 13- Conditions for suspension of membership:
13-1- Refusal to pay the membership fee for maximum one year.
Note: In case of refusing payment of membership fee for at most one year the member will be notifies in writing by the Secretariat and in case the member does not take action for payment of its membership fee within two month from the date of the notification, its membership will be suspended so that in the first forthcoming session of the General Assembly appropriate decision to be taken for expelling of such member.
Rights and Obligations:
Article 14- Rights of the Union members:
14-1- Attending the meetings of the Union,
14-2-Reviewing the items of the agenda and making recommendations and suggestions about them,
14-3 – Taking part in voting about the submitted proposals,
14-4- Participation in the activities of the Union and making benefit from its activities as well as exchange of news and joint productions,
14-5- Making use of the committees, affiliated centers and institutions,
14-6- Nominating itself or other members for taking up responsibilities in various bodies of the Union,
Article 15- Obligations of the Union members:
Abiding the rulings of the Articles of Association, internal regulations and approved policies and refraining from any activity which contradicts the goals and the common interests of the Union and members,
15-2- Participation and commitment to cooperate in the activities of the Union and its bodies,
15-3- conforming the decisions taken by the Union and its bodies,
15-4- Payment of membership fee and subscription,
15-5- Contributing to preparation of the annual program of the Union and its implementation upon its approval,
Bodies of the Union:
Article 16- Bodies of the Union:
16-1- General Assembly
16-2- Supreme Council
16-4- Standing Committees
16- 5- Affiliated centers and institutions
Article 17- The General Assembly is the highest body within the Union which embodies all the permanent members and is fully authorized to work for realization of the objectives of the Union and its decisions which their compliance by the members are mandatory,
The General Assembly holds two kinds of sessions:
Article18- Regular session of the General Assembly:
The ordinary meeting of the General Assembly will be considered as official by attending of 50 percent plus one of the members and will be held once a year in one of the Islamic countries and in case the required number of members do not attend the initial ordinary session on the following day upon attending of one third of the members, the meeting will be considered as official.
Note- All the decision taken in the ordinary meeting should be approved by 50 percent plus one member attending the session except for electing the members of the Supreme Council with requires relative majority of the present members,
Article 19- Responsibilities of the General Assembly are as follows:
19- 1- Determining the general policies and objectives of the Union,
19-2- Ratification of the Articles of Associations
19-3- Electing members of the Supreme Council and the Secretary General,
19-4- Supervising the performance of the Supreme Council, Secretary General, standing committees and affiliated centers and institutions,
19-5- Reviewing and commenting about the reports approval of international agreements of the Supreme Council and the Secretariat,
19-6- Having the right to accept, suspend and terminate membership in the Union,
19-7- Making decision about establishment of new bodies, centers and committees, all topic stated in this Articles of association and approval of international agreements,
19-8- Reviewing and approving the financial balance sheet of the Union,
19-9- Selecting an international Islamic newspaper for publication of public statements and announcements of the Union,
19-10- Making decision about cooperation or coalition with other unions and Islamic and non-Islamic media organizations,
19-11- Consultation and decision making about all items of the General Assembly's agenda provided that the issues are not under jurisdiction of the extraordinary session of the General Assembly.
19-12- Making decision about changing the venue of the Union's Headquarters, approval of location change or empowering the Supreme Council to decide about this subject,
Note: The General Assembly is entitled to transfer its power and authority to Secretary General and Supreme Council,
Article 20- The extraordinary session of the General Assembly will be convened by invitation of the Supreme Council or the written request of one third of the Union members and has the following mandate.
20-1- Review and amendment of Articles of Association,
20-2- Individual or collective dismissal of the Supreme Council members or the Secretary General,
20-3- Deciding about entry and annual membership fee of the members,
20-4- Deciding about dissolution of the Union and dispensing
Of Its property and assets following its termination,
20-5- Decision making about cooperation or coalition with other unions and Islamic and non-Islamic media organizations or terminating such ties provided that the ordinary session of the General Assembly is not due in near future and there is a need for speedy and urgent decision,
Article 21- The extraordinary session of the General Assembly will be considered as official upon attendance of 50 percent plus one member and its decisions will become binding by approval of three quarters of the attending members,
Note: In case the extraordinary meeting of the General Assembly does not reach required quorum to make decisions, on the following day upon attending of three quarter of the attending members the session will be considered as rightful qualified.
Article 22- The Supreme Council and the Secretary General whenever deemed necessary can call the ordinary session of the General Assembly to an extraordinary meeting,
Note: The time gap between the date of invitation to ordinary session and opening date of the Assembly is minimum one and maximum three month,
Note 2: The announcement for convening of the ordinary session of the General Assembly should also be published in the international Islamic newspaper.
Article 22- Voting in the General Assembly is open except on occasions stipulated in the Articles of Associations or cases which are decided by the General Assembly.
Article 24- The voting right is transferable to others and each member can vote only on behalf of one other member. The authorization letter for transferring the voting right to other member should be sent as email prior to the meeting of the General Assembly and submitted in written to the Secretariat of the Union. The authentication of the voting assignment will be examined by the Supreme Council and the certified letter will be attached to the minutes of meeting of the Assembly and will be archived as official document of the General Assembly.
Article 25- Election of Secretary General and members of the Supreme Council will be in written and secret ballot.
Article 26- Procedures for running the meeting of General Assembly,
26-1- The General Assembly’s meeting will be chaired by presiding group consisting of chairman, vice chairman, a secretary and two observers. Secretary General of the Union will preside over the meeting except those occasions when dismissing of some or all members of the Supreme Council or the Secretary General him/herself is at the agenda. In such occasions the head of the General Assembly will be elected from among the attending members by 50 percent plus one vote. In absence of the Secretary General of the Union, the oldest member of the Supreme Council will chair the meeting.
26-2- Whenever in the meeting of the General Assembly the discussions about the topics mentioned in the agenda do not come to conclusion, the chairman of the meeting can adjourn the meeting and set the date of the next session which will not be later than three month. Extension of the meeting requires re-publication of the announcement and the quorum for this meeting will the same as the original meeting.
26-3- Minutes of meeting will be prepared from the deliberations and decision made in the General Assembly’s meeting by the secretary and will be signed by the presiding board.
26-4- All minutes of meetings, list of attendees of the General Assembly, results of internal elections, copies of the ratified Articles of Association and confirmation of the validity of elections should be signed by the presiding board.
26-5- The general Assembly is the lawful representative of all members and all its decisions will be binding for all present and absent members.
Article 27- The Supreme Council is an elected body and its mandate assigned by the General Assembly is to prepare reports and oversee the activities of the Secretariat, committees and affiliated centers aimed at materializing the objectives of the Union and its members includes :
27-1- Secretary General of the Union,
27-2- Substitute Secretary General and General Rapporteur of the General Assembly,
27-3- Head of affiliated centers and institutions,
27-4- Four members of the Union elected by relative majority of attending members of the General Assembly's meeting,
28 - The Supreme Council members have a four years term of office and they could be re-elected for another 4 years term. Meeting of this council will be held at least in 6 months intervals by attendance of the majority of members and anyone whom the Council finds his/her presence as necessary can attend the meeting of the council without voting right,
29- Secretary General and members of the Supreme Council are responsible for safeguarding the lawful and legal rights and interests of Union members. The Supreme Council has 10 members and 2 alternate members who are elected for 3 years from among the members and their re-election is permissible.
Note: as long as the members of the new Supreme Council and the new Secretary General are not elected, the incumbent members and Secretary General are responsible for running of the Union's affairs,
Article 30- Members of the Supreme Council in their first meeting which will take place at most one month after confirmation of their election which choose one member as chairman and another member as vice chairman and a treasurer and by preparing and signing a minutes of meeting will release it for information of Union members.
Note1- Secretary of the Union will be appointed by the General Assembly and the Supreme Council can transfer parts of its responsibilities to Secretary General,
Note 2- Secretary General by having voting right, will take part in meetings of the Supreme Council,
Article 31- Meetings of the Supreme Council will be considered as official upon attendance of two third of members and their decision will be taken by simple majority,
Note: Three consecutive or 5 times non-consecutive absence by the members without presenting convincing evidence to justify their absence will lead to their dismissal from the Supreme Council and members or alternate members who have secured highest number of votes in the General Assembly, will replace the dismissed member(s),
Article 32- In case of resignation, death or disqualification of a member of the Supreme Council, the alternate member which has the highest vote will take his seat,
Article 33- The Supreme Council is duty bond within two months since election of the Council members to take necessary measures to obtain the permission from the concerned authorities of the host country (Islamic Republic of Iran) for registration of the Secretariat and open a bank account in the name of the Union and deposit the funds of the Union in the said bank account,
Article 34- Responsibilities of the chairman of the Supreme Council of the Union:
34-1- Chairing the meeting of the Council,
34-2- Inviting the members to meeting,
34-3- Taking care of smooth running of the Union's affair,
34-4- Notifying the Secretary General and other officials of the Union of the decisions made by the General Assembly and the Supreme Council for implementation,
Article 35- All correspondents and ordinary documents of the Union should bear the signature of the Secretary General and all financial documents and contracts which entail commitments should be signed both by Secretary General and the Treasurer and bear the seal of the Union and keeping all the assets and properties, documents and accounting books are the responsibility of Secretary General and the Treasurer.
Article 36- The Supreme Council is duty bond to invite the General Assembly for holding new election at least 3 month before the end of its term,
Article 37- Responsibilities and power of the Supreme Council:
37-1- Implementation of the decisions made by the General Assembly,
37-2 Safeguarding the legitimate and lawful rights and interests of the members,
37-2- Opening or closing bank accounts,
37-4- Buying and selling the fixed and non-fixed assets provided that it is not carried out in pursuit of interests,
37- 5- Attending meetings of conciliation courts or bodies on behalf of the Union to secure its interests, provided that the case is compatible with the responsibilities and professional activities of the Union as a legal and private entity and not every member of the Union as a legal person,
37-6- Hiring and firing of employees,
37-7-Inviting the members to the annual session of the general Assembly,
37-8- Preparation and submission of the report of annual meeting of the General Assembly,
37-9- Preparation of the financial balance sheet and anticipating the coming year's budget to report it to the General assembly,
37-10- Compiling of internal regulations and bylaws,
37-11- Recommending changing the amount of the entry and membership fees to the extraordinary session of the General Assembly for ratification.
37-12- Sending written notification to authorities of host country of the General Assembly's meeting at least one month in advance in order to secure the required permissions for convening the meeting,
Note: Permission to hold the General Assembly meeting should be obtained at least two weeks prior to the meeting,
Article 38- Qualifications of members of the Supreme Council and inspectors:
38-1- Adherence to Islam,
38-2- At least 30 years old,
38-3- Not being convicted of serious crime which deprives the offender from social rights,
38-4- Being known as decent and honest person,
38-5- Membership of the Union for more than two years
38-6-To have BA degree or experience relevant for running the affairs of the Union,
38-7- Reviewing the qualifications of the candidates of the coming term of the Supreme Council and checking their compatibility with the regulations stipulated in the Articles of Associations by going through the submitted documents and presenting a written response on accepting or rejecting the candidacy, prior to the meeting of General Assembly meeting and before the election of the new members of the Supreme Council,
38-8-Changing the location of the Headquarters of the Union upon the approval of the General Assembly and making necessary arrangements such as coordination with officials of the host country and the new host and informing all Union members of the same through the appointed international Islamic newspaper and Union's web site,
Article 39- Responsibilities of the Treasurer: the Treasurer is responsible for the financial affairs of the Union and signing of all bank cheques, financial documents and bonds are joint responsibility of the Treasurer and the Secretary General and other responsibilities of the Treasurer are as follows:
39- 1- Taking care of the financial affairs of the Union, writing of financial books, financial minutes of meeting and keeping the financial records,
39-2- Collection of the membership fees and financial contributions against issuing of receipt,
39-3- Preparing and writing of the special financial books,
39-4- Preparing the balance sheet of the Union to present to the Supreme Council and the General Assembly,
39-5- Controlling the authenticity of the payment documents by the Union members,
39-6- Overseeing any transaction and financial activities,
39-7- Protecting the fixed and non-fixed assets as well as the funds and financial documents of the Union,
39-8- Foreseeing the next year's budget and presenting it to the Supreme Council for review and Approval,
Note1: The Treasurer is duty bound to submit all the financial books and documents for review and checking as requested by one or all members of the Union at the Union's Headquarters,
Note2: In case of the termination of the term of the Supreme Council, Treasurer and the Secretary General should carry on the financial affairs of the Union up to confirmation of the next election,
Article 40- The General Assembly, in order to have better supervision over the financial activities of the Union, will appoint and introduce one inspector and one alternate inspector. Re-election of the inspector for next terms is permissible,
Article 41- Responsibilities and power of Inspector(s),
41-1- Inspection and controlling financial documents and books and smooth running of Union's financial affairs,
41-2- Reviewing and certifying the financial report to be presented to the General Assembly,
41-3- Taking up the complaints made by the members and if needed preparing relevant report to submit it to the Supreme Council or the General Assembly and providing written reply to the complaints by signatures of two inspectors, maximum within one month from the date of receiving the complaint and presenting the response to the Secretariat,
41-4- In case it is deemed necessary to invite the General Assembly to convene its meeting,
41-2- Preparing and submitting its report to the General Assembly,
41-6- Inspectors can attend the meetings of the Supreme Council whenever they want but can not take part in its voting,
Secretariat and the Secretary General
42- General Assembly will elect from its members the Secretary General and his deputy who will work as the General Rapporteur of the General Assembly for a 4 years term of Office,
Note: Election of the Secretary General and his deputy by the General Assembly will take place based on their scientific merit, professional expertise and familiarity with press and activities of the Union,
Article 43- The Secretary General upon the Approval of the Supreme Council can select at most two deputies in order to facilitate his works,
Article 44- The Secretariat of the Union consists of the Secretary General, Two deputies and one substitute and the Rapporteur and running the affairs of the Secretariat is the responsibility of the Secretary General,
Article 45- Responsibilities of the Secretary General:
45-1- Representing the Union in its foreign relations,
45-2- Representing the Union at court hearings,
45-3- Signing of financial documents and binding contracts for the Union along with the Treasurer,
45-4- Signing of international agreements upon their approval by the General Assembly,
45-5- Executing the approved decisions of the General Assembly,
45-6- Having all financial power and authority for gaining and dispensing of revenues and costs during the financial year which will start from the beginning the Gregorian calendar year,
45-7- Preparing the general budget and its presentation to the General Assembly for approval in its ordinary meeting,
45-8- Preparing the agenda of the General Assembly and the Supreme Council meetings and sending invitation letter to them,
Article 46- The Secretary General and Members of the Supreme Council are responsible for running the affairs of the Union and securing its legitimate and lawful rights,
Note: As long as new Secretary General and Supreme Council are not elected, all responsibilities lie with the incumbent secretary and council,
Article 47- The Secretary General is the head of the Secretariat
and at same time is responsible for working of the executive bodies of the Union. His other responsibilities are as follows:
47-1- Employment and recruiting of the office clerks of the Union and if needed recruiting of consultants and experts upon approval of the Supreme Council,
47-2- Taking care of the correspondence of the Union and supervising the smooth running of its internal affairs,
47-3- Opening bank account for the Union along with the Treasurer in one of the authorized banks and depositing the funds of the Union in the said account,
47-4- Implementation of the decisions and programs approved by the General Assembly and the Supreme Council and running the current affairs of the Union,
47-5- Registration of the minutes of meetings of the Supreme Council in a special booklet,
47-6- keeping and protecting financial and administrative documents and the booklet containing the personal details of the Union members,
47-7-Issuing membership cards singed by himself and sealed by Union's official seal,
47-8- Signing of cheques and other financial documents along with treasurer and sealing them with the Union's official seal,
47-9- Before the end of office term of members of the Supreme Council, the Secretary General is obliged to prepare the ground for inviting and holding of the General Assembly meeting based on the rules and regulations for new election and in case the election is not held within 6 months since the expiry dated of the office term of the Supreme Council members, the council members should ask for holding of the extraordinary session of the General Assembly for holding of election,
Article 48: The general Assembly will form the following Committees:
48-1- Political Committee,
48-2- News Committee,
48-3- Education Committee,
48-4- Media Committee,
48-5- Technical Committee,
48-6- Legal Committee,
Note: Members of the Board of directors in case they deem necessary, will set up new committees and inform the members accordingly. The functioning of the committees will be decided by internal bylaws,
Article 49- Chairmen of committees will be elected from among the Union members by recommendation of the Secretary General and approval of the General Assembly. The Supreme Council will formulate the internal rules of the committees which will work for advancement of the activities of standing committees based on the Articles of Associationof the Union,
Article50- Each committee will present its programs and proposals aimed at fulfilling the objectives of the Union stipulated in the Articles of Association to the Supreme Council and the council will determine the responsibilities and power of each committee and the Secretary General will supervise their activities,
Article 51- The Union will establish the following centers,
51-1- Press Research and Study Center.
51-2- Technical Assistance and Marketing Institution,
51-3- News Teaching Institution,
51-4- Video footage production Institution,
Note: The Secretary General can recommend establishment of other centers or institutions to the Supreme Council to submit to the General Assembly for final Approval,
Article 52- The Secretary General will oversee the activities of the centers and institutions and will formulate the mechanism for relationship among the main bodies of the Union, management method and appointment of their managers based on the regulations approved by the Supreme Council,
Financial and Administrative Regulations
Article 53- All the affairs of the Union, the General Assembly, Supreme Council, Secretariat, Union's main bodies and affiliated centers will be formulated and conducted in accordance with the financial and administrative regulations and the internal procedures of the Union,
Financial Resources of the Union
Article 54- Union is a non-profitable organization and all its income will be used for advancing the objectives and activities of the Union,
Article 55- Revenues of the Union are as follows:
55-1- Membership fees (only once and upon registration as a member),
55-2- Annual Subscription fee,
55-2- Revenues earned through advertisement, publications and selling of news,
55-3- Revenues earned through facilities of the Union based on governing regulations,
55-4- Financial contributions and gifts presented by the members,
55-5- Volunteer donations by the Islamic governments, non-governmental organizations upon confirmation of the General Assembly,
55-6- miscellaneous incomes,
Note: The general Assembly of the Union is authorized to increase the amount of the membership and annual subscription fee and inform the Secretariat for its implementation,
Note2- Those members who earn legitimate incomes for the Union based on convincing documents and approval of the General Assembly, will be exempted from payment of membership fee for a reasonable time,
Note 3- None of the main bodies of Union are not allowed to spend the financial resource of the Union outside the areas specified in the Articles of Association,
Amendment of the Articles of Association:
Article 56- The existing Articles of Association could not be amended except by approval of the extraordinary meeting of the General Assembly,
Dissolution of Union:
Article57: Dissolution of the Union will be possible through recommendation of one third of the members of the General Assembly and its submission to the Supreme Council or the Secretary General and would be discussed in the extraordinary session of the General Assembly attend by two third of members specially called for this purpose. The required quorum for dissolution of the Union based on its internal regulation, is three quarter of the attending members,
Article 58- The extraordinary meeting of the General Assembly will decide about dispensing of the Union's assets and properties following its abolition,
Article 59- Union will be dissolved under following conditions:
59-1- Upon the decision taken at the extraordinary session of the General assembly,
59- 2- Against issuing of a ruling by the judiciary of the host country and not holding the extraordinary meeting of General Assembly for three months to transfer the Headquarters of the Union to another country,
59-3- Passing of one year since the end of the term of the Supreme Council and not reelecting its members,
60- From the date of dissolving of Union, all the power and authority of the members of the Supreme Council, Secretary General and other officials of the Union will be terminated and liquidation committee (officials and members of the Union) will take care of the liquidation process. Inspector(s) of the Union following the dissolution of the Union will supervise the liquidation process. The term of office of the members of the liquidation committee is one year.
Note: in case of failure to form the liquidation committee, its responsibility will be transferred to the Supreme Council and inspectors,
Article 61: Dissolution of the Union would not deprive the two sides from the obligations and benefits of the previously signed agreement and contracts by the Union and other parties,
Article 62: In case of dissolution of the Union all its assets will be returned to their original owners under the supervision of the Liquidation Committee or will be divided among the members in a just manner. In addition, upon approval of the extraordinary session of the General Assembly, the assets of the Union can be donated to a similar Islamic Institution,
Article 63- Announcement of dissolution of the Union will be made within one year from the expiry date of the Supreme Council and meeting of the General assembly and not holding of new election of members will be informed accordingly upon making required legal action for registering the dissolution of the Union at the judiciary department of the host country and the countries which the Union has its representative offices,
Article 64- Any disagreement over the interpretation or implementation of the content of the Articles of Association will be settled through arbitration. In case of possible disputes the complaining party should inform the Supreme Council in writing and introduce his/her arbiter. The legal committee of the Union, while nominating its own arbiter within one month from date of the received complain letter, will ask the appointed arbiters to choose a mutually agreed third arbiter. Referring of the case to the board of arbiters and informing them of the subject of the arbitration and in proper manner to inform all members of the Union so that in case of similar complains they would become squinted with the mechanisms anticipated for settlement of disputes. The ruling of the arbitration or reconciliation committee stated in the minutes of meeting is binding for both sides and in case the party which the ruling is issued against him refuses to accept the verdict, the final decision will be taken by the General Assembly about the dispute and both parties should abide its decision. The chairman of the Supreme Council is responsible for smooth enforcement of regulations concerning this part of the Articles of Association.
Article 65- Other cases not covered and anticipated by this Articles of Associations are subject to rules and regulations foreseen in similar unions and organizations concerned with press and media activities.
Article 66: This Articles of Association is prepared and approved in 66 articles and 26 notes and all three English, Arabic and Persian versions have the same effect and validity.
