Service providing tariffs by "Agencies" to non-resident representatives of foreign media
Providing any assistance and services to representatives of non-resident foreign media within the authorized activities of "Agencies" approved by Foreign Media Department should be in accordance with this "Directive".
Chapter 1- Generalities
Article 1- Definitions:
A- Agency: Is an entity which has obtained operating certificate from Foreign Media Department to work in media sector.
B- Services: Meeting customary needs and requirements of representatives of foreign media which are categorized as following:
1- General Services: Including receiving of reporter, accommodation arrangements, planning, coordination and follow up of issues such as interviews, meetings, visits, giving advice and consultation and providing "guide- translator" to reporters.
2- Professional Services: Including technical facilities and equipment, skilled personnel such as photographer, camera crew, working space and media research works.
3- Auxiliary Services: Including transportation, accommodation, catering, ticket arrangements and so on.
C- Working Day: Means working under normal circumstances from 8 am to 8 pm.
D- Unusual working condition: Means circumstances commonly considered as physically and psychologically stressful such as working in a region or locality with harsh terrain, extremely hot or cold weather, deserts and areas prone to frequent natural disasters such as flood and earthquake.
Chapter 2- Service Fee
The service fee for the above categories of General, Professional and Auxiliary services are as follows:
The general services rendered by the " Agency" including receiving of reporter, accommodation arrangements, planning, coordination and follow up of issues such as interviews, meetings, visits, giving advice and consultation and providing guide- translator for each working day from 8am to 8 pm are as follows:
1) Providing services to a photographer Rls. 4 million
2) Providing services to a reporter Rls. 6 million
3) Providing services to two persons either photographers or reporters Rls.7.5 million
4) Providing Services to a 4-men camera crew Rls. 10 million
Clause 1: Providing services to a camera crew of more that 4 people, one guide- translator will be added and the fee for the above mentioned services for one working day will be Rls. 12 million
Clause 2: production of joint program is subject to a separate agreement signed by Institution and reporter.
Article 3- Professional Services:
Including technical devices and equipment, skilled personnel such as photographer, camera crew, working space and media research works, require presentation of official receipt plus 15 percent as "fee" of the Institution.
Article 4: Auxiliary Services:
Including transportation, accommodation, catering, ticket and cell phone arrangements and so on, require presentation of official receipt plus 15 percent as relevant fee of the agency.
Chapter 3-Extended working hours
The fee for providing services up to 4 hours after the said working hours (8am-8pm) will lead to 50 percent increase of the basic fee of the same service.
The fee for providing services more than 6 hours after the said working hours (8am-8pm) will lead to 100 percent increase of the basic fee of the same service.
In case the services are provided in unusual circumstances, 20 percent additional "fee" will be charged on the top of the basic one.
Chapter 4: Miscellaneous regulations
Foreign Media Department is the authorized body regarding entry visa permissions and their extension and receiving any fees from the foreign journalists for such services will be considered as a violation by the "Agency". However the fee received by Law Enforcement Forces as administrative cost of visa, is not subject to this prohibition.
Receiving any money by the "Agency" for arranging interviews with officials will be considered as wrong doing.
Agencies are obliged to submit the bill for all expenses to the foreign journalists and upon their request, "Agencies" are obliged to provide them with the receipt based on the daily exchange rate of an authorized exchange dealers. Correspondents are required to inform Foreign Media Department of any case of violations of this "Directive", for follow up.
This directive is prepared in 10 articles and 2 clauses and from the date of its official notification will remain valid until the next notice.
